What is PASA?
WHALE Respite Center is a Program Approved Service Agency (PASA), approved by the State of Colorado to provide Medicaid waiver services to children with intellectual and developmental disabilities. Through our PASA program, WHALE is expanding respite services, starting with weekends, to better support families who need reliable, inclusive care. As a PASA-approved agency, WHALE follows all applicable state regulations to ensure safety, dignity, and high-quality care for every child we serve.
Who is eligible for PASA?
Our PASA services are available to families with children approved for the Children’s Extensive Services (CES) Medicaid Waiver. In the future, we may expand services to the SLS and DD waivers as well. We will serve children from 0 to 17 years of age at this time. Services are offered on a limited-spot basis and will expand as the program grows.

Weekend Respite Schedule
We are launching PASA services with select Saturdays and will expand as the program grows:
January: Saturday January 17 and 24 from 10 AM to 3 PM
February: Saturday February 7 from 10 AM to 3 PM and Saturday February 14 from 2 PM to 7 PM
March & April: Every Saturday from 8:30 AM to 6:30 PM
Coming Soon: Sundays - anticipated to start in May
How to apply for PASA services:
Step 1: Complete the Weekend Respite Inquiry Form
Step 2: WHALE reviews waiver eligibility and availability
Step 3: Families tour the program and meet with WHALE staff to confirm fit and review any individual care needs, supports, or trainings required before enrollment
Step 4: Complete registration and any necessary parent/staff training
Step 5: Schedule first respite!

Families choose WHALE because children are cared for by staff who understand their needs, follow consistent routines, and create a space where kids feel safe, included, and supported. For children in our child care program, consistency between weekday and weekend care is beneficial.
